Z136.ORG is the administrative website of the Accredited Standards Committee (ASC Z136) and related subcommittees. The ANSI Z136 Standards are the United States National Consensus Standards for laser safety. This site provides a means for organizing events, documents, and other information related to the establishment of the ANSI Z136 series standards. Z136.7 CDV2 - Recirculation (Default) Ballot Opens Soon
The recirculation (default) ballot for Z136.7 CDV2 opens Wednesday, October 30, 2019 at 9:00 am EST via e-Ballot to the Z136.7 Consensus Body Balloting Group (CBBG) that was previously established for Z136.7 CDV1. Members of this CBBG will be invited to reaffirm or change their CDV1 vote via the website "eBallot". The balloting period is two-weeks and ends promptly on Wednesday, November 13, 2019 at 5:00 pm EST, no exceptions. Please check early that you have access to all necessary documents to perform your review. Relevant documents have been uploaded to the ASC Z136 general page, available only to CBBG members who are logged into their Z136 account. These documents are also available via eBallot. If you believe you are a member of this CBBG and have not received the eBallot invitation, if you need to be reminded of your CDV1 ballot response, or if you need general assistance, please email Liliana Caldero (lcaldero@lia.org) and CC Jacqueline Ansa (jansa@lia.org) as soon as possible prior to the ballot deadline. As specified in our Procedures, if a member of the balloting group does not plan to change his/her vote on a default recirculation ballot, it is not necessary to return the ballot. In this case, the vote will be counted as in the original ballot. This applies to both affirmative, negative, and abstain votes.


Referenced Procedures:

Per the Z136 Procedures, section 7.5: (bold font added for emphasis)


"Default balloting applies only to recirculation ballots. A recirculation ballot is used to inform the balloting group of the following: 1) each unresolved negative comment, 2), attempts at resolution and 3) each substantive change made to the proposed American National Standard.

A default ballot is a ballot that requires no action on the part of the balloter when the balloter does not wish to change his/her vote on a recirculation ballot.

During ballot recirculation, a balloter can only change his/her vote based on the changed portions of the proposed standard, or on the unresolved negative comments. A balloter cannot change his/her vote based on a clause previously seen and approved, unless that clause is affected by the new material. If a member of the balloting group does not plan to change his/her vote on a default recirculation ballot, it is not necessary to return the ballot. In this case, the vote will be counted as in the original ballot. This applies to both affirmative and negative votes. The voting period for a default ballot shall be at least two weeks."


And Appendix A (f),

"Any member of the CBBG abstaining or failing to return a ballot during the previous CDV balloting will be permitted to cast a subsequent ballot during a recirculation; however, may only base their vote on substantive changes, attempts at resolution, and unresolved objections since the previous ballot."

Results of Ballot to Approve Revision to Scope and Title of TSC-4 – Proposal App
Accredited Standards Committee The full-committee ballot to approve the proposed changes to the scope and title of TSC-4 closed Monday, September 16, 2019 at 5:00 pm EDT. Of 73 eligible votes, 49 eligible votes were returned by the deadline (67%), excluding provisional ballots submitted by organizational alternates that were superseded by the organization's primary representative. Of those 49 ballots, 42 were affirmative, 2 affirmative with comments, 4 negative for reasons, and 1 abstention for agency requirements.

According to the Procedures (section 7.7.1(c)), the formation or change of a subgroup (e.g., subcommittee), including its existence, scope, duties, or structure requires approval by a Majority Vote via paper or electronic ballot, with return of at least a majority of the full-Committee membership eligible to vote, and approval by at least a majority of those voting, excluding abstentions. With 44 of 49 ballots being affirmative (89%), the proposed changes to the title and scope of TSC-4 are approved. Per ANSI and the ADCOM, a recirculation ballot is not required for this type of ballot, as this is not a standard, an interpretation, or our procedures. On future ballots of this type, the response choices ‘yes’, ‘no’, ‘abstain’ will be used, as is consistent with past ballots. Out of respect for the time of those who submitted comments, the chair of TSC-4, Mike Woods, has responded to the comments that were submitted during the course of this ballot; I have attached the comment resolution matrix to this email. The matrix will also be uploaded today to the General ASC Z136 webpage under the 'Downloads' section. To view 'Downloads' on the ASC Z136 page, you must be logged into your Z136.org account.

Z136.5 CDV2 CBBG Notification
Accredited Standards Committee

This is a notice to the CBBG that was established for the Z136.5 CDV1. The recirculation (default) ballot for Z136.5 CDV2 will be initiated this month. Please be aware that the duration of this ballot will be two weeks, so please plan accordingly.

The ballot is NOT yet open; another notification will be posted to Z136.org when the ballot becomes available. Further instructions will be sent via email in the coming days. For additional information about default ballots, please review section 7.5 of the Z136 Procedures.
