Welcome to Z136.ORG

Z136.ORG is the administrative website of the Accredited Standards Committee (ASC Z136) and related subcommittees. The ANSI Z136 Standards are the United States National Consensus Standards for laser safety. This site provides a means for organizing events, documents, and other information related to the establishment of the ANSI Z136 series standards. Z136.5 CDV2 - Recirculation (Default) Ballot Now Open
The recirculation (default) ballot for Z136.5 CDV2 opened yesterday via e-Ballot to the Z136.5 Consensus Body Balloting Group (CBBG) that was previously established for Z136.5 CDV1. Members of this CBBG have been invited to reaffirm or change their CDV1 vote via the website "eBallot". The balloting period is two-weeks and ends promptly on Monday, 30 September 2019 at 5pm EDT, no exceptions. Please check early that you have access to all necessary documents to perform your review. Relevant documents have been uploaded to the ASC Z136 general page, available only to CBBG members who are logged into their Z136 account. These documents are also available via eBallot. If you believe you are a member of this CBBG and have not received the eBallot invitation, or if you need general assistance, please contact Liliana Caldero (lcaldero@lia.org) as soon as possible prior to the ballot deadline. As specified in our Procedures, if a member of the balloting group does not plan to change his/her vote on a default recirculation ballot, it is not necessary to return the ballot. In this case, the vote will be counted as in the original ballot. This applies to both affirmative and negative votes.


Referenced Procedures:

Per the Z136 Procedures, section 7.5: (bold font added for emphasis)


"Default balloting applies only to recirculation ballots. A recirculation ballot is used to inform the balloting group of the following: 1) each unresolved negative comment, 2), attempts at resolution and 3) each substantive change made to the proposed American National Standard.

A default ballot is a ballot that requires no action on the part of the balloter when the balloter does not wish to change his/her vote on a recirculation ballot.

During ballot recirculation, a balloter can only change his/her vote based on the changed portions of the proposed standard, or on the unresolved negative comments. A balloter cannot change his/her vote based on a clause previously seen and approved, unless that clause is affected by the new material. If a member of the balloting group does not plan to change his/her vote on a default recirculation ballot, it is not necessary to return the ballot. In this case, the vote will be counted as in the original ballot. This applies to both affirmative and negative votes. The voting period for a default ballot shall be at least two weeks."


And Appendix A (f),

"Any member of the CBBG abstaining or failing to return a ballot during the previous CDV balloting will be permitted to cast a subsequent ballot during a recirculation; however, may only base their vote on substantive changes, attempts at resolution, and unresolved objections since the previous ballot."

Z136.5 CDV2 CBBG Notification
Accredited Standards Committee

This is a notice to the CBBG that was established for the Z136.5 CDV1. The recirculation (default) ballot for Z136.5 CDV2 will be initiated this month. Please be aware that the duration of this ballot will be two weeks, so please plan accordingly.

The ballot is NOT yet open; another notification will be posted to Z136.org when the ballot becomes available. Further instructions will be sent via email in the coming days. For additional information about default ballots, please review section 7.5 of the Z136 Procedures.

Ballot Results for CDV1 Z136.8 - Document Approved by Balloting Group

The ballot to approve the CDV1 for the Z136.8 Safe Use of Lasers in Research, Development, or Testing closed Monday, 26 August 2019 at 5:00 PM EDT; the public review comment deadline of this same document closed 2 September 2019 with no comments. Of 44 eligible votes, 40 responses were received (90%) within the published balloting period, which makes this a valid ballot in accordance with Z136 Procedures, Clause 7.9 (a), “Three quarters (75%) of the ballots shall be returned (including abstentions) from those in the Balloting Group in order for the ballot to be valid.”

According to the Procedures, Clause 7.8 (b), “Two thirds affirmative votes of the ballots returned (following ballot resolution) shall be required (excluding abstentions) for approval.” Of the 40 responses received, 34 votes were affirmative or affirmative with comment (91%). Three votes were negative with reasons, and the final three responses were abstentions, one due to agency/organizational restrictions and one due to lack of time, and one due to family obligations that came up.

In accordance with ASC Z136 Procedures, an effort to resolve all expressed objections accompanied by comments related to the proposal under consideration shall be made. Each unresolved objection and attempt at resolution, and any substantive change made in a proposed American National Standard shall be circulated to the entire balloting group to allow each member to confirm or change their vote or to comment. All consensus body balloting group (CBBG) members will have the opportunity to respond to the recirculation ballot, including cases where they did not cast an earlier vote or abstained. Per our procedures, Clause 7.5, “During ballot recirculation, a balloter can only change his/her vote based on the changed portions of the proposed standard, or on the unresolved negative comments. A balloter cannot change his/her vote based on a clause previously seen and approved, unless that clause is affected by the new material.” And Clause A.2, “Any new issue or recommended technical change raised during this recirculation should be retained by the Secretariat for consideration during the next maintenance cycle.”

Ballot to Approve Changes to TSC-4 Title and Scope Now Open
Accredited Standards Committee

Per the ASC Z136 Procedures (7.7.1), the "formation or change of a subgroup (e.g., subcommittee), including its existence, scope, duties, or strucutre" requires approval by a Majority Vote of the full-Committee.

The electronic ballot to approve changes to the title and scope of TSC-4 opens 16 August 2019 at 9:00 am Eastern Time and closes 16 September 2019 at 5:00 pm Eastern Time . An email was sent to the full-Committee just prior. If you tried to access the ballot before it opened it would not have appeared on your dashboard, so it should now be available.

Please note we are no longer using PDF submission for the electronic ballot. Voting members of ASC Z136 will have received an email with instructions for viewing the proposal online and instructions for submitting your ballot and comment form. The proposed changes to the title and scope of TSC-4 are also available for download on the ASC Z136 General webpage under "Committee Documents", visible only to ASC members.

To ensure you have successfully submitted your ballot, download a copy of your ballot receipt, available on https://eballot.io/Z136 during the ballot period. The receipt shows your confirmation ID, a time stamp of your submission, and your ballot responses. If you are unable to find this receipt after you have submitted your ballot, please check-in with Liliana Caldero (lcaldero@lia.org) to ensure your ballot was received. Please aim to submit early so that if you run into any issues there will be sufficient time to address those issues before the ballot closes.

Z136.8 CDV1 Balloting Now Open

The Z136.8 CDV1 ballot was sent out to the CBBG on 25 July 2019. Please note we are no longer using PDF submission for the electronic ballot; we are now using the online application eBallot. All members of this CBBG should have received an email via eBallot this morning to participate in the ballot. The ballot will be open for four weeks.

The email you received will have instructions for downloading the CDV1 and comment form, and instructions for submitting your ballot and comment form. When you submit your ballot, please be sure to retain a copy of your ballot receipt for your records. The receipt shows your confirmation ID, a time stamp of your submission, and your ballot responses. Please aim to submit early so that if you run into any issues there will be sufficient time to address those issues before the ballot closes.

This CBBG was established in July 2019. If you believe you are a member of this CBBG and you have not received the ballot email in your inbox or spam folder, please email lcaldero@lia.org. This ballot closes on 26 August 2019 at 5:00 PM EDT.
